This paper looks at the key role of communication in the success of project management. In most cases, project management concerns with a relatively huge and complex management plan which needs a lot of economic and human resource input, therefore, effective communication and information sharing are crucial for project teams. This paper proposes two case studies in Taiwan: Data Systems Consulting, and the Office of Budget, Accounting and Statistics in Taiwanese government. These two institutions both planned and implemented the balanced scorecard project to enhance their strategic ability, communication and performance. By reviewing the two cases, the critical role of communication and its process in PM could be concluded, and some practical suggestions are proposed.
