Project Selection Decision is an important strategy decision problem for enterprises. Because of the significantly increasing cost and the intensive competing environment, project selection determines enterprise's success in marketing opportunity, cost control and competition ability. Project Value Model provides an important heuristic method by importing project utility value. Although the method is important in theory, the model is difficult to operate and apply, because of the difficulty of model decision and the subjectivity of weight value. The paper builds the neural network structure of project value model, presents back-propagation algorithm, gets weight value by monitoring and training examples, and thus determines the value of the project. A real application example proves the efficiency of algorithm and the practicality of model.
