The article analyzes the agency construction system (ACS) and the management mode of ACS, and the primary problems occurring during the course of implementing the ACS, and propounds the solution of establishing consummate system circumstance to implement the ACS. The article analyzes the law circumstance, organization circumstance, policy circumstance, construction market circumstance, society circumstance required to implement the ACS, and gives some reasonable suggestions about establishing these system circumstances.
