摘要

The last decade has been characterized by a new approach to the environmental impact of industrial processes. The main issues are: a) the optimization of natural resources (water, energy and raw materials), b) the global pollutants emission into air, water and soil, and c) the internal and external safety of the industrials plants. From this standpoint, European industry is tooling up to reconcile the growth and competitiveness aspects with environmental compatibility, process and product safety while safeguarding of public health and the ecosystem. In order to achieve such goals European Union (EU) and the national European governments have the responsibility to draw up and apply those environmental policies, which can be integrated with economic, social and industrial policies. The European Directive 96/61/EC, also known as IPPC (Integrated Pollution Prevention & Control) Directive, is a tool to enforce the above-mentioned principles. The IPPC Directive, following the logic that preventive minimisation of pollution is better than treatment and disposal, is targeted to prevent, reduce and, if possible, eliminate pollution at the source to guarantee the best management of natural resources. Moreover, the concept of emission limits based on best available techniques (BAT) is introduced.
