The new signal control which is suitable for the ITS age is desired in order to solve problemsrnsuch as environmental pollution and economic loss caused by traffic congestions. For thernpurpose, we developed "UTMS control" whose characteristics are traffic demand prediction,rndelay minimum based real-time control and distributed decision making. The verification testrnis carried out as a showcase in the ITS Nagoya World Congress. After simulation tests, thernfield operations were enforced over June in 2004 from September in 2003. UTMS control hadrn10%-15% of effect on travel time shortening in comparison with the existent system.
