Japan Highway Public Corporation (JH) has been mainly used the loop-coils system (LCS)rnfor the traffic counts on expressways. LCS recognizes the change of mutual inductance of therntwo loop-coils in the pavement when vehicles pass over this system. (Figure.1) However, LCSrnhas the following disadvantages; 1) The accuracy falls when the loop-coils install into tunnelsrnand bridges which consist of the steel structure. 2) The loop-coils are disconnected byrnvibrations of passing vehicles. 3) Lane closure is necessary to install LCS into expressways sorninstallation places are limited.rnTherefore, we have developed the traffic counts system using the image processing systemrn(IPS) to detect traffic congestion. This system was tested to confirm the accurate judgment ofrntraffic congestion under the practical environment of main expressways.
