Low impact development (LID) is increasingly becoming an importantrnoption/alternative to be evaluated during the stormwater management planning process. Anrnexcellent example of the integration of LID into a stormwater master plan is the CelebraternVirginia North project; one of the first large-scale LID implementation projects in Virginia. Thernstormwater planning phase included extensive coordination between WEG, the client (SilverrnCompany), the regulatory agencies, the locality, and interested stakeholders (Friends of thernRappahannock) in evaluating the potential direct and indirect impacts to the aquaticrnenvironment. We are presenting not only the consultant perspective of this project, but also thatrnof the client, the U.S. Army Corps of Engineers (USACE), and Friends of the Rappahannockrn(FOR).rnCelebrate Virginia North is a master-planned community comprised of approximately 1,478rnacres on the northern banks of the Rappahannock River in Stafford County, Virginia. Thisrnproject has become a model in the Fredericksburg region for the implementation and applicationrnof innovative stormwater management approaches, through the cooperative efforts of regulatoryrnagencies (USACE), local watershed groups (FOR), an innovative and receptive developer (SilverrnCompanies), and local support (Stafford County).rnThe stormwater management focus was directed to enhanced overall protection of the aquaticrnenvironment, including water quality and local stream channel hydrology. An innovativernstormwater management plan for the entire master planned development was created by WEGrnthat includes both regional stormwater management facilities, structural and non-structuralrnpractices, resource protection and preservation, and distributed stormwater controls.rnDue to the environmentally sensitive development, the USACE Permit conditions incorporaternLID through the application of distributed integrated management practices (IMPs) within thernEngland Run Watershed and the Central Watershed to infiltrate/filter/detain a volume equal tornthe volume of the first half-inch of runoff from 100% of the impervious cover of each plannedrnland pod. These practices are in addition to conventional stormwater management measuresrnrequired for the project. A minimum of 75% of the impervious cover of each planned land podrnwill be treated with IMPs.
