A finite-surface method for the Maxwell equation is generalized to RCS problems of an arbitrary cross-section PEC cylinder coated with a dielectric medium. It directly applies the integral Faraday and Ampere laws to the faces of the primary and secondary grid cells, respectively. The method features an accurate treatment of matching conditions at the material interface. The absorbing boundary condition of the second-order accurate approximation is also built in orthogonal coordinates. Comparisons with the exact series solution show generally very good agreement.
