Summary form only given. New chemical reactor named“PACT” is proposed, whose concept is based on the synergiceffect of Plasma and Catalyst. Non-equilibrium plasma can be formedbetween electrodes with coated catalytic material, includingphoto-catalytic material like TiO2, at room temperature andone atmosphere. We used “Tube Type PACT” based on the aboveconcept, whose plasma may be a Silent Discharge Plasma because a glasslayer exists between the electrodes. Applied electrical conditions areas follows; wave form (Sine wave), voltage (>5 kVac),frequency (0.01~10 kHz). Some chemical reactions like the decompositionsof NOx and CO2 and the reforming of CH4were carried out. Test conditions were checked and monitored with GC-MS,NOx meter and CCD analysis system. We found some tendenciesrelated to the synergic effect between plasma and catalyst, and theenergy transfer phenomena between reactant and flowing gases, especiallyin the case of CH4 in Ar
