Tennessee Valley Authority (TVA) and Stone & Webster Engineering Corporation (Stone & Webster) have successfully completed the largest and most complex upgrade and rehabilitation project ever undertaken during an outage situation at any one of TVA's 59 fossil plants. The $50 million project, located in Stevenson, Alabama at the Widows Creek Fossil Plant (WCFP) Unit 8 involved the conversion of an existing Combustion Products Removal Subsystem (Flue Gas Desulfurization System, FGDS) from a positive to negative pressure, and the upgrade and rehabilitation of ancillary plant and support systems during a scheduled 86-day outage. This paper discusses the strategy and tactical approaches Stone & Webster and TVA adopted and implemented as partners to successfully engineer, procure, and construct this new/rehabilitated Combustion Products Removal Subsystem.
