East Tennessee Natural Gas, LLC (CP10-89) in a March 8 application described to FERC its plan for developing a Northeastern Tennessee (NET) Project to provide the additional firm transportation capacity on approximately 28 miles of new pipe required by a proposed natural gas-fired power plant in northeastern Tennessee. The Commission will have to authorize East Tennessee to (1) expand portions of its existing mainline system, through looping and replacing existing pipeline, and (2) construct, own, operate and maintain an approximately 8.4-mile mainline extension. The targeted in-service date is 9/1/11. The customer is the John Sevier Combined Cycle Plant, or JSCC Plant, of Tennessee Valley Authority (TVA) in Hawkins County, Tennessee. The power plant would provide approximately 575 megawatts (MW) of simple-cycle capacity by 12/31/11, and a total capacity as a combined cycle of approximately 880 MW by 6/1/12. The site is located on the existing John Sevier reservation, a 750 acre parcel of land south of the Holston River on Cherokee Reservoir. East Tennessee has executed a precedent agreement with TVA pursuant to which East Tennessee will provide 150,000 dth/d firm transportation for a 25-year primary term. East Tennessee has already initiated the pre-filing process for the NET Project in Docket No. PF09-13. Additionally, East Tennessee seeks authorization to establish an incremental recourse rate under East Tennessee's existing Rate Schedule FT-A and an incremental fuel percentage for service on the NET facilities. The proposed recourse rate for firm transportation service will be $0.4933/dth and the incremental fuel factor is 1.54%.
