The application of the hybrid procedure in evaluating traffic impacts in the study area demonstrated that while each software program is a useful analytical tool, in tandem they produced a more complete result. Use of the different analytical tools at different points in the analysis was necessary because the study area consisted of single/isolated and coordinated/grouped intersections that warranted the application of one or the other model. Where existing and/or planned signals were sufficiently close to one another along principal streets, the potential for signal progression were evaluated using the PASSER II. Where principal streets intersected to form potential signal networks, the potential benefits of developing such a network were evaluated using the TRANSYT-7F. And where existing and/or planned signals were isolated or so far removed from one another along principal streets, the intersections were evaluated individually using CINCH.
