Projecting Bicycle Demand: An Application of Travel Demand Modelling Techniques to Bicycles

Although much is being done in the arena of bicycle planning, particularly with the infusion of ISTEA money designated for such use, little research has been performed on demand projections for bicycle facilities. Several Metropolitan Planning Organizations (MPOs), including the Sacramento Area Council of Governments (SACOG), the Portland MPO (Metro), and the Bay Area Metropolitan Transportation Commission (MTC) have developed models with varying degrees of predictive capabilities with respect to bicycle travel. But, due to the regional scale of these models, the traffic analysis zone sizes (TAZs) do not lend themselves to projecting bicycle demand on individual streets or corridors. The purpose of this paper is to provide a basic framework for projecting bicycle travel on a citywide basis.
