Permissive double left turns are used, on at least a limited basis, by many state and local agencies throughout the country. Despite the fact that this type of signal operation is currently in use in more than a quarter of the states, the existing research and policy guidance on permissive double lefts is very limited, and needs to be supplemented to address the interest indicated by this level of use.Safety and delay concerns need to be balanced in considering the use of permissive double lefts. The analysis performed as part of this study shows that accident rates are generally higher at permissive double lefts than at protected-only double lefts. However, while the difference in rates is smaller, the same is true of single lefts.
