摘要

The incident management program in Metropolitan Detroit is well underway, and it is forming a platform upon which intelligent highways can be built. By bringing to the table the various geographic areas, levels of government, and private interests with a stake in incident identification and response, Metropolitan Detroit is fashioning not only an incident management plan, but also a coalition of users with a common interest in safer and more efficient mobility. This coalition of users will help to define the needs and select the ITS technologies to be deployed in Metropolitan Detroit. Incident management sets the framework for the application of computer and communication technology. It is one of the tools the traffic engineer can use to forge coalitions to support his programs. The computer and communication technologies which give us "smart streets" are another tool which can be used by the traffic engineer to promote safe and efficient travel.
