EAST SIDE ACCESS MANHATTAN: A STUDY IN COOPERATION

The East Side Access Project will bring Long Island Rail Road service to the East Side of Manhattan in New York City. CM009 consists principally of running tunnel construction by TBM, but includes two ancillary structures. CM019 principally consists of cavern and ancillary structure excavation, but includes some tunneling. The Joint Venture of Dragados-Judlau (DJ) was awarded both contracts. MTA Capital Construction (MTA CC) and DJ looked for ways to optimize construction to accelerate schedule by redesigning certain project elements to maximize TBM and roadheader use and reduce use of blasting. Redesign was performed as a cooperative effort by MTA CC, DJ, and the General Engineering Consultant (GEC), a consortium of A-E firms. This paper discusses proposals developed by DJ to maximize TBM and roadheader use, MTA CC coordination and support of the cooperative fast-track design process, geotechnical and structural design activity required to implement the proposals, construction logistics, risk mitigation, and experience in excavating and supporting the redesigned openings through mid-January 2011.
