PERFORMING AMBIENT AIR MONITORING DURING INVESTIGATION AND REMEDIATION ACTIVITIES AT MANUFACTURED GAS PLANT SITES

Remedial actions and other activities involving excavation at gas plant sites have the potential to release volatile organic compounds, particulate matter, and other emissions into the air. The potential for release is related to the extent of excavation and the concentration of coal tar-related constituents in the excavated soils. Often tunes, low level releases are almost immediately diluted by atmospheric mixing and are only a concern for site personnel working near the excavation. A number of strategies exist for protecting workers from these emissions, including personal health and safety air monitoring, and the donning of air purifying respirators and other protective gear, as necessary. For larger scale activities, however, where greater emission levels are a possibility, utilities often contemplate a more broad-based approach to air monitoring, taking into account local residents, businesses, and other nearby neighbors. Such a broad-based, air monitoring program must be tailored to fit the kinds of site activities that are planned, the level of emissions possible, the local land use and topography, and the duration of planned site work, among other factors. Without guidelines for such tailoring, however, it may be tempting to adopt a "one size fits all" approach to site air monitoring, which may not be appropriate for adequate consideration of the surrounding community. This paper describes a "template" approach to community-concerned MGP site air monitoring, that uses the extent and nature of planned site activities as a basis for determining the level of air monitoring required. When site activity planning is underway, a template of pre-determined guidelines are implemented to choose tie most fitting monitoring program. Monitoring programs available range from those requiring only common, hand-held instruments to programs involving an array of time-average, stationary monitoring devices. Plan specifics can be adapted according to regional land use, topography, and other variables. This approach provides a tool to facilitate the planning process, thus saving time and providing a sound, consistent basis for ambient air monitoring program decision-making.
