In the fields of wireless communications and earth observation, development ofstratospheric platforms is gaining momentum in Japan, the U.S. and Europe(1). Thispaper outlines the background and characteristics of the development of stratosphericplatforms, and examines their use for locating the position of vehicles in particular.Vehicle-locating systems are of utmost importance for cruise assist systems andautomated control beyond the navigation level.
