In the early 1980's, the domestic, grid-connected PV market was nearly non-existent and a large number of technical and policy issues prevented the development of that market. PV programs at PG&E in the 1980s and SMUD in the 1990s, initiated the development of the US grid-connected market. Today a rapidly expanding grid-connected PV market has been established in the US in California and is beginning in other key states. The grid-connected market worldwide dominates the rapidly growing PV market and is leading the commercialization of PV. The viability of the grid-connected PV market is a direct result of accomplishments under these early PG&E and SMUD PV programs. Resulting from that experience, gridconnected PV is becoming commonplace, net-metering laws are in place in 39 states, and utility acceptance of PV distributed generation is widespread, though not universal. In retrospect, these programs represented, each in turn, key steps in the sustained, orderly development and commercialization of grid-connected PV markets.
