This paper summarizes a technical evaluation effort that is currently ongoing which is investigating and documenting the performance impacts resulting from the deployment of a dynamically-priced High Occupancy Toll (HOT) lane system on a segment of the In Interstate terstate 394 corridor located in the Minneapolis/St. Paul metropolitan area of Minnesota, U.S.A. The system, known locally as MnPASS, represents the first application of HOT lane strategies by the Minnesota Department of Transportation, and the first real-time, dynamically-priced HOT lane in the United States. This technical evaluation is being performed to identify the potential impacts of the system on travel time, speed, throughput, safety, and mode choice, and is further investigating enforcement, transit operations, and revenue generation issues.
