The PV users association SEBA has operated rural electrification PV stand-alone systems in Spainsince 1989. It operates ca. 400 individual systems (SAS) and 13 multi-user micro-grids (MSG). The model is pioneerin Europe and this experience can also be a reference for other rural sites around the world. This investigation was anevaluation of its program using socio-technical methods. A representative population of sites was chosen and asample of 23 was selected and visited. The installations were in the range of 500-2000 Wp, with typical loads in therange of 1500-4000 Wh/day.The investigation includes human, technological and organisation aspects and the main relevant observations havebeen: Most users had their expectations fulfilled; the equipment, with an average age of 6,7 years, showed excellentreliability also due to good up keeping by users, few repairs, high performance ratios and battery lifetimes exceeding10 years; the users pay their fee regularly, have a good understanding of the operation and of load management duemore to the user friendly remote display interface and visits by technicians than to formal training.The results of the evaluation indicate the strengths and weaknesses of the program from the user’s point of view andlead to recommendations to improve the quality of the energy service keeping in mind the limitations of the financialand human resources of the association.Techniques and methods taken from the area of socio-technical design proved to be useful in the analysis of PV basedrural electrification schemes and can be helpful to evaluate other rural electrification programs.
