PROCESS MONITORING TECHNIQUES APPLIED TO SAFEGUARDS MONITORING

This paper first reviews the "state or the art" in process monitoring as applied to nuclear power, chemical, and other process facilities. The example application of on-line safety-related sensor calibration monitoring will be given. This application will summarize the methodologies, data requirements, performance measures, and uncertainty quantification techniques from the newly published NUREG CR 6895. Next these methods will be applied to a simulated blend-down operation such as that presented in "Measurement Methodology of the Fissile Mass Flow Monitor for the HEU Transparency Implementation Instrumentation in Russia, by Uckan, March-Leuba, and others (INMM 2001). The conventional process monitoring methods will be augmented though the development of algorithms that allow the addition of fissile flow measurement instrumentation. The results of the simulation will be used to quantitatively assess the ability of process monitoring techniques to detect changes in normal operations, diversion of nuclear material, sensor calibration drift, and nuclear material enrichment.
