For more than 30 years the Water Education Foundation has been a unique resource for unbiased information about water issues. A nonprofit, impartial organization, the Foundation maintains a strong commitment to high standards of objectivity and balance in all its publications and programs, earning respect from all sides in the debate over water in California and the Southwest. The Foundation's mission is to create a better understanding of water issues and help resolve water resource problems through educational programs. One mechanism to meet this mission is through the Foundation's William R Gianelli Water Leaders Program. Over 18 years ago the Water Education Foundation's Board of Directors and staff saw the need to reach out to educate the next generation of California water leaders. After researching existing organizations and leadership programs, it appeared that there was no single program that was reaching out to the young professionals in the water industry in California. The Water Education Foundation wanted to focus on helping young professionals whose careers demanded the need to understand more about California water. The Foundation wanted to help them to understand the bigger picture of water in California and how its management will determine their future in the industry. The program they were targeting needed to help participants understand their role in the water industry by offering education on the infrastructure, politics, decision structures, and other aspects that affect management of water in the State. Keeping with the mission of the organization, the Foundation wanted the program to represent all viewpoints, allowing participants to receive a balanced understanding of water issues. In light of this goal, William R Gianelli first offered a generous donation to begin the program. Mr. Gianelli was a former Board President for the Water Education Foundation and is a key figure in the California water community. He served as Assistant Secretary for the Army in charge of the Corps of Engineers from 1981 to 1984 and Director of the California Department of Water Resources (DWR) from 1967 to 1973 during major construction on the State Water Project. He began his career with DWR in 1946 and continues as a Consulting Civil Engineer.
