In the framework of the UNFCCC discussions on Reducing Emissions from Deforestation and Degradation in Developing Countries (REDD) the development of appropriate methods for measuring changes in forest carbon stocks at the national level with an acceptable degree of certainty is one major requirement. We present a case study for estimating forest area change using remote sensing data and error statistics for the pacific island state of Vanuatu. Sampling design, response design and analysis design are described. Taking into account the map area proportions, we derive class specific user's and producer's accuracies, estimates of the bias in the map areas and associated confidence intervals. The limitations of the methodology are discussed. We conclude that the developed approach offers a practicable option to derive robust area change estimates for REDD implementation, even in areas with limited historical data.
