摘要

Improving the quality of the strategic decision-making is an essential way to ensure the successful development of public projects. Along with the rapid development of economy and society, a great number of public projects are constructed in China. Many researchers and practitioners believe that the current strategic decision-making process for pubic projects should be improved to value for public money. This paper reveals the main problems with the strategic decision-making process of public projects based on the statistical evidence in China. With studying the possible effects by using value management (VM), this paper provides a new framework to improve the quality of strategic decision-making for public projects.
