Purpose: Through constructing pattern of cloud platform, the construction of new energy and low-carbon economy database will be adopted by data mining technique, and the knowledge service can be realized. Design/methodology/approach: In this study, the applied actuality and implement result of the special database are evaluated, and also the constructing pattern of cloud platform of database is put forward. Findings: In this study , the new energy and low-carbon economy studied by scholars are taken as the main line , and the cloud concept in the application of such knowledge service is described through construction technical layout of the database establishment , data mining collections of network resources, data storage and knowledge application. Limitations: The constructing of cloud platform is an efficient path for the database constructing pattern. In theory, the problems of data have solutions, but it still need further researches because the real work will face many problems. The combination between data mining technique and cloud concept will become the new concept of the new open data integration mode Originality/value: Firstly, the new energy and low-carbon economy are the knowledge cluster widely covered. Original database establishment mode is not suitable to do this level of knowledge services, and it's necessary to build a data mining clustering platform for the knowledge level by means of the cloud concept. Secondly, the feasibility to realize the cloud platform and realization of communion of cloud storage data are expatiated .Thirdly, the concept of ubiquitous knowledge service is introduced so that the knowledge service can achieve the "goal-driven", "user-oriented", "solution-oriented" and "cluster-type solving users' problems services".
