The EGNOS NOTAM Proposals Service: towards full ICAO compliance

“The EGNOS NOTAM Proposals Service” paperpresented by ESSP (the EGNOS Services Provider) at theION GNSS 2012 introduced the EGNOS NOTAMProposals Service and its architecture. The EGNOSNOTAM Proposals Service is a key enabler for thepublication of EGNOS-based approach procedures inEurope, as it provides the different States with therequired information to establish a NOTAM servicecovering this type of procedures as it is required by ICAOregulation. Last year, an overview was given covering theharmonized European approach for GNSS NOTAM(defined by Eurocontrol based on the continuousexchanges between civil aviation authorities, EuropeanANSPs, Eurocontrol and ESSP) as well as ESSP role asdata originator within the aeronautical information datachain. Also, the compliance status against the ICAOSARPs recommendations for a NOTAM service and theservice operations concept were introduced.The EGNOS NOTAM Proposals Service (operationalsince the official declaration of the start of the EGNOSSafety-of-Life Service for aviation in March 2011)predicts EGNOS-based approach availability taking intoaccount scheduled and unscheduled unavailabilities ofGPS and EGNOS system assets. These predictions areperformed by the EURONOTAM Tool (developed byGMVAD for EUROCONTROL inside the GISE project)which implements a service volume model. Once anunavailability of the EGNOS SoL service is predicted, the EURONOTAM Tool generates airport-specific EGNOSNOTAM proposals in ICAO format, which are thendelivered via AFTN to the concerned NOF (either directlyor through the European AIS Database –EAD-).Currently, there are more than 60 APV SBAS procedurespublished in more than 50 airports in France, Switzerland,Germany, Italy and the Bailiwick of Guernsey.Additionally, in 2011, the use of EGNOS for flying theexisting RNAV approach procedures (73 APV Baroprocedures) in Germany was approved by the authoritiesmeaning that they could be flown with EGNOS (for thevertical guidance too). EGNOS-based approachprocedures implementation is now ramping up in Europe,with more than 200 APV SBAS procedures planned to bepublished in 2013-2014.This process is expected to continue to speed up in thecoming years due to the wider consensus in the aviationcommunity with regards to the added value that GNSScan bring to all phases of flight, including approach. Inthe 37th ICAO General Assembly Resolution (A37-11),ICAO encourages States to complete a PBNimplementation plan as a matter of urgency to achieve theimplementation of approach procedures with verticalguidance (APV), Baro-VNAV and/or augmented GNSS,for all instrument runway ends (either as back-up forprecision approaches or as primary approach) by 2016.Focusing on the compliance status against the ICAOSARPs recommendations, it was shown that the service,in its last year’s status, was already enough to enable EUStates to comply with the 72 hours advanced noticerequired for scheduled events. However, EGNOSNOTAM proposals for unscheduled events were deliveredwithin 16 hours at maximum (instead of therecommended 15 minutes delay for a NOTAM Service).The main obstacle for the reduction of the gap withrespect to the recommendation for unscheduled eventswas the lack of a real-time GNSS system asset status datasource. However, the situation has changed drasticallyand the obstacles that were limiting the performance ofthe EGNOS NOTAM Proposals Service are no longerpresent. This paper will present the major changes that arenow taking place in the EGNOS system interfaces and inthe NOTAM Proposals Service, both at architectural andoperations concept level, with respect to the status thatwas presented last year:1.The architectural changes mainly concern thedeployment of a real-time interface with theEGNOS system (providing GPS and EGNOSsystem assets status information) and theautomation of the EURONOTAM Tool, bothoperational since mid 2013. These two changeswill provide the EGNOS NOTAM ProposalsService with the means to obtain and processEGNOS and GPS real-time status informationwith minute level delays.2.In terms of the operations concept, a progressivetransition from fixed hours check basedoperations to H24 reactive operations withminute level reaction times has been initiated (bymid 2013, the service reaction time was reducedto 2 hours during working hours).The above aspects are the main enablers for a potentialfully ICAO compliant EGNOS NOTAM Service to beprovided to end users by EU States. In order to achievethis target, ESSP and EC (European Commission, ownerof the EGNOS system and EGNOS programme manager)have jointly defined an evolution plan for the EGNOSNOTAM Proposals Service, which, through a series ofoperations upgrades, will progressively extract themaximum benefit from the existing infrastructure or, inother words, provide an H24 service with minute levelreaction times for unscheduled events at EGNOS andGPS system level.Additionally, the first operations baseline upgrade (firststep towards an H24 reactive service), which has alreadyenabled a significant reduction in the service reaction timeto unscheduled events since mid 2013, will be presented.Also, a summary of results of the first months ofoperation of the new infrastructure with the evolvedoperations concept will be provided. These results will becompared against the results that would have beenachieved with the legacy service architecture andoperations in terms of number of system events detectedand assessed (in terms of performance impact at userlevel). Finally, the new compliance status against theICAO recommendations for a NOTAM service and theremaining steps and associated milestones towards a fullcompliance will be presented.
