The aim of the Flexible Plug and Play (FPP) project is to provide a cheaper and faster distributedgeneration connections in constrained parts of the electricity distribution network.The Flexible Plug and Play trial area is a rural area of around 700sqkm between Peterborough, Marchand Wisbech in Cambridgeshire in the East of England, UK. This area has been chosen due to thehigh concentration of existing connected generation projects and a recent increase in the renewablegeneration connection requests. If UK Power Networks were to connect the planned generation of200MW of renewable generation in the trial area, using the ‘business as usual’ approach thenextensive reinforcement work would be needed.In order to speed up the renewable generation connection, Flexible Plug and Play is trialling newcontrol and monitoring smart technologies to improve the utilisation of the existing network. In orderto provide cheaper connections, Flexible Plug and Play will look at connecting customers withoutincurring in expensive reinforcement while proposing to connect them to an Active NetworkManagement (ANM) system and controlling their output. This is be done in line with exploring theextent to which developers of renewable generation have an appetite for “interruptible” connectionoffers.This paper focuses on the open and scalable Active Network Management solution implemented bythe FPP project and describes all the technical aspects of the solution including the communicationsplatform and the smart devices deployed. It also describes the methodology used by UK PowerNetworks to implement IEC61850 as the communication protocol for integrating the various smartsystems together.As of January 2014, the Flexible Plug and Play project had installed and commissioned the technicalsolution, received six customer acceptances to the flexible connections and this paper will present asummary of the work carried out to date and insights into the learning generated.
