Constructing a power plant takes considerable time, which significantly affects the optimal investment timing and capacity choice. The time to build a power plant has been overlooked in previous research. We investigate the optimal time to initiate a power plant construction project and choose the capacity of the plant, given that the profit from the plant follows a geometric Brownian motion. We model the problem as a delayed stochastic optimal control problem, constructively derive the closed form solution with geometric interpretation, and find managerial insights by analyzing the solution. Our results show that time to build a power plant has different effects on the optimal decisions according to the parameters that represent market profitability.
