The conversion of Iran's IR-40 heavy water reactor at Arak to low-enriched uranium (LEU) fueled system is a subject of increasing interest. This paper proposes technically feasible modifications of the Arak reactor that would limit its plutonium production without compromising its usefulness for civilian purposes. The analysis conducted investigates conversion scenarios that fit within defined techno-political constraints and highlights aspects related to reactor safety, production of medical radioisotopes and resource requirements. The proposed changes to the Arak reactor would significantly reduce its production of plutonium from about 9 kilograms to less than 1 kilogram per year.
