The aim of this study is to provide a risk assessment process allowing us to compare one station with another through developing safety performance measures for railway stations. We evaluated safety in a quantitative manner, which is influenced by the structure, equipment, and users of the station. Sixteen measures were defined constituting four categories, such as platform structure and passengers movement. A case study is presented that evaluates 28 platforms at 10 stations. The results show that the number of accidents is related to safety performance, which is influenced by the area of the platform, the presence of narrow parts, and the number of drunken passengers. We expect that the use of these measures will allow railway companies to identify weaknesses in station safety and set priorities for investments in safety. Furthermore, administrative authorities can evaluate the safety performance of railway companies and consider subsidies for investments in safety.
