Costs of Americans with Disabilities Act (ADA) complementary paratransit have risensteadily in aggregate and per-trip since its passage in 1990, with 2011 annual costs aloneestimated at $3.5 billion nationally. Public transportation providers increasingly use anarray of strategies to control costs and manage demand for this expensive service.Riverside Transit Agency’s (RTA) travel training program for persons with disabilitiesand for older adults in Riverside, CA. documents Dial-a-Ride savings over $342,000from its first year operations. Data presented includes GFI-reported trips, enablingmonitoring actual rider patterns subsequent to the training, over time. Use of fare mediareporting to calculate savings enables a transit agency to document rather than estimatecost savings. This case study reports the experience of 207 individuals with disabilitiesstill riding fixed route, 74% of all persons that RTA’s Freedom to Go program hastrained since it commenced late in 2012. While use varies greatly, on average over 20trips per month are taken by program participants seven months out from initial training.Trainees include persons who had been ADA Dial-A-Ride users; others who were likelyto become, but did not. Focused on training persons with disabilities, the paper reportson trainees’ fixed-route use, including other outcomes associated with reducing ADAcomplementary paratransit costs because RTA developed an increased understanding ofbarriers to use by its ADA riders.
