A Conceptual Model to Analyze Road Traffic Congestion Mechanisms under Adverse Weather and Its Application

Conceptual models of weather-triggered traffic congestion formation mechanism are proposed based on a mechanism analysis method in an emergency management field. Then the integrated conceptual model is converted to a directed graph and its node degree values are calculated as incident importance indicator. Finally the degree results are applied to design weather-responsive emergency traffic management plans according to general emergency management rules. The main findings are that, 1) incidents such as snowy-icy weather, rainy weather, decreasing friction coefficients, damaging road infrastructure, increasing mental stress and fatigue sense are the top 5 traffic congestion causes; 2) road and human elements are the most affected transport system elements and incidents like temporary road obstacles, abnormal driving behavior and transport demand fluctuation should be paid more attention to; 3) strategies that can influence incident development paths and remove traffic congestion bottleneck have the highest priority.
