Expert survey on cross-border effects of capacity markets in the US: Lessons for the EU

摘要

As some member states of the European Union are implementing capacity markets, importantlessons can be learnt from the experience with capacity markets in the United States. In theorganized markets, there is approximately 15 years of experience with capacity markets in somemarkets, while other markets have emphasized energy markets. In this paper, we present a surveyof experts in the design and regulation of US capacity markets. The results indicate that capacitymarkets in the USA have achieved their goals, but in an inefficient manner. Cross-border effects arecurrently not a concern but may become so in the future. Imports may dampen the price of capacityin a capacity market, while a neighbouring market may also implement a capacity market in orderto reduce incentives for generators from its region to export. Many of the respondents advised EUmember states against implementing capacity markets.
