摘要

Based on Becker's time allocation model, the article constructs residents' behavior decision model in the process of urbanization. The rural populations allocate their time resources in rural areas, urban activities, educational activities and leisure activities. Under the condition of maximizing the social welfare, the model analyzes the influencing factors of individual decision making. In order to improve the welfare level of the whole people, the government's rural policy should be aimed to increasing farmers' income mainly, and urban policy should focus on rational distribution of urban infrastructure and public services.
