The main goal of emergency logistics is the time of rescue. Two key problems that need to be solved in emergency logistics are the location of depots and the routes of vehicles. However, many scholars have studied these problems separately. It is reasonable and necessary to study the two problems simultaneously. At present, many literatures on location-routing problem are concentrated in the general logistics. Relatively speaking, there are few scholars to study the LRP in emergency logistics. In this paper, location-allocation problem and vehicle routing problem will be studied simultaneously. Combined with the actual purpose of emergency rescue, we propose a model whose object is to minimize waiting time of recipients. We also considered the time window constraints and the uncertainty of routes. The feasibility and effectiveness of the model are proven.
