The export demands generated in the West Coast are diverted to the Gulf Coast with the Panama Canal expanded, which may affect the U.S. Intermodal System's trade flows. The study predicts the highway travel cost per mile in 2015 collected by the Analysis of the Operational Costs of Trucking from 2008 to 2014. This paper applies a RUBMRIO model of export demand, travel cost, and travel time using U.S. data. When the LA/LB port shifts its export demands to the Houston port from 0% to 100% in 11 scenarios, the result exhibits a significant production change in 3,109 counties. Production flows vary the most in states and counties along IH 35, IH40, IH70, and IH80. Therefore, these counties should improve their regional intermodal system and technology to handle the increasing production flows and congestions.
