Military training assessment plays a critical role in training performance enhancement. During the assessment process, a direct and clear way of expression is preferred to use between trainers and trainees for information exchange such as situation awareness or order giving. Therefore, an assessment model based on 2-tuple linguistic is constructed for simple expression. Due to multiple reasons, the weight of index may probably be unknown; thus, a weighting method based on maximum deviations is proposed for the determination of objective weight. In addition, a multi-criteria decision-making model called TOPSIS is introduced to obtain the assessment values in 2-tuple representation. Finally, a military flight training plan assessment instance is given to prove the feasibility and effectiveness of this model.
