Abstract: The polarized spectra of Raman scattering (RS) in the region 20 - 1000 cm$+$MIN@1$/ and infrared absorption (IR) spectra at 5 K and 300 K were studied. The detail examination of polarized and low temperature absorption spectra in the region of Nd$+3$PLU$/ transition from ground state $+4$/I$-9/2$/ to $+2$/P$-$HLF$/ was performed in order to determine energy position of the $+4$/I$-9/2$/ Stark levels. An analysis and comparison of the RS and IR absorption spectra at room temperature allows us to assert that the NdGaO$-3$/ structure at this temperature region belongs to the Pbnm space group. !8
