The Quality of Growth (World Bank, 2000) forcefully demonstrates that the qualitative aspects of economic growth are as important as its quantitative aspects: Both jointly contribute toward welfare, and the neglect of either one of them would lead to welfare losses. The actual development records of countries often turn out to be unsatisfactory in this regard. There is a need to shift priorities from paying too much attention to the pace of growth toward paying adequate attention to the quality of growth.
