摘要

Most American local governments have adopted e-government. In this paper, I examine the sophistication and early impacts of local e-government based on data from three successive nationwide surveys. Local e-government in the U. S. is relatively young and has produced few impacts to date. Many of the impacts are not consistent with the (mostly positive) hype about e-government observed in this field. Further, local e-government is not moving very rapidly, if at all, in directions predicted by the normative models in the field.
