摘要

The research of government executive ability resourced in the important station of the 'executive ability' in public administration. After country and government generated,executing the will of the dominant class became the significant responsibility of the government. Executive ability,which is the necessary capability when government will is executed,is also one of the inevitable premise and basic requests which ensure the government organization to exist and develop. After policies make by the Center Committee,the executive ability of local government plays a key role in deciding whether the policy could be executed. The extent of government executive ability will directly influence the concept of the government executive ability,the tactic of the development and the magnificent target and decide the accomplishment. On the 10th NPC,premier Wen Jiabao has pointed out that government executive ability should be improved. It indicates that the innovation of our government has achieved a fire-new stage,which is called the stage of strengthening executive ability. However,the status quo of our government executive ability is not optimistic when policy executed,moreover,it has a trend of being weakened. The awful problems of government executive ability may be displayed as follows: disordered system,nonstandard process,faulty assessment system and disgusting environment. In the face of these problems,we analyze the reasons and propose three approaches to constitute the assessment system of the govetnment executive ability. Then,we can achieve the goals that accelerating building by evaluating,accelerating innovation by evaluating,combining both assessment and building to improve the power of government executive ability.
