With the development of urban industrialization and the lack of water resource, urban industrial water-saving has aroused more attention. So it is necessary to evaluate urban industrial water-saving level among the cities. In this paper, extension matter element model is introduced into urban industrial water-saving evaluation. A relative integrated evaluating indices which combines with the condition and characteristics of industrial water-saving and their values are considered in this model. Each evaluation indices is divided into four grades by evaluation indices value. In extension matter element model dependent function is used to evaluate dependent degree of the evaluated city to the certain evaluation characteristics. Considering city industrial configuration and other exterior influence factors as weight, the evaluated city urban industrial water-saving evaluation value can be calculated and the corresponding water-saving grade can be proposed. We take the evaluated city A, B, C as the example to analyze the comprehensive evaluation of urban industrial water-saving.Then the improved measures are put forward according to the of evaluation grade. It can not only evaluate the comprehensive level of urban industrial water-saving exactly but also find out the shortage of urban industrial water-saving in each city. So extension matter element model provides a way to evaluate urban industrial water-saving grade for each city.
