In April 2006 the Metropolitan Transportation Commission (MTC) completed its 511 strategic plan, which encompasses both phone and web services. In this strategic plan, MTC highlights its commitment to determining whether further investment is warranted in comparison to other regional transportation commitments. A valuable input to this determination is having a quantified estimate of the benefits to users of the 511 system, which is what this study provides. Noblis and MTC worked jointly through the support of the Federal Highway Administration to quantify the annual mobility benefits for routine users of the traveler information service through the application of the HOWLATE (Heuristic On-line Web-Linked Arrival Time Estimator) process.Travelers routinely using the 511 phone and web travel time service predominantly see benefits through changing their time of departure within a 30 minute window and to a lesser frequency by changing their travel route. For routine users of the 511 phone, who cannot afford to be late to their routine destination more than once a month, this translates to an annual network-averaged disutility savings of as much as $885 for trip arrivals in the evening peak, $661 for trip arrivals in the AM peak, and $239 for trip arrivals in the early afternoon. For the longest trips with multiple route options, the savings in trip disutility from routine 511 use can lead to as much as $3000 per year. Detailed quantitative findings from this work can serve to support the MTC goal for quantified estimates of 511 user benefits and will be considered for use in future marketing efforts.
