This paper presents a framework for municipal asset prioritization, using network topologyanalysis. Adapting techniques from the field of disaster management, this framework offers amethodology for setting up priorities among competing projects, which is required for implementation andutilization of efficient asset management. The paper contains an overview of methods presently used forinfrastructure prioritization and introduces network topology along with its related methods of networkanalysis. A case study is presented, to demonstrate the use of the proposed technique utilizing the roadnetwork of the city of La Tuque in Quebec. The benefit of the described framework lies in its ability tostudy large networks of municipal assets by inducing the priority of its elements based on theirconnectivity. The current study shows that for municipal networks, betweenness centrality can be used toprioritize between competing projects, designed to preserve the value of the assets involved.
