On the Development of Rural Human Resources in New Era

The overall development of rural human resources and the transformation from the population pressure to the wealth capital and from the development burden to the construction strength are the fundamental strategies of impelling rural development and wholly constructing of well-off families in new era. However, in China the development of rural human resources has lagged behind in the long term and a large number of human resources have been overstocked, which results in a lot of problems and troubles. The paper firstly presents the connotation and characteristics of rural human resources. Secondly, it analyzes some problems existing in the development of rural human resources and the reasons from these four perspectives: the segmentation restraint of urban and rural duality structure, the low effectiveness of teaching quality and training, talent authentication and its irregular use, the lack of pertinence in terms of development and management. Thirdly, the development idea is proposed to ensure the overall rational, solid The Four Education and constitute the training system and The Four Platforms and realize the sustainable development via impelling The Four Projects, constructing good atmosphere, and perfecting The Four Mechanisms.
