In this paper, two-layer planning strategy to a heat exchanger networks (HENs) was presented with expert system for the specificity of the HENs synthesis. First of all, possible HENs structure was built with expert system, then the parameters of feasible HENs structure was global optimized with genetic algorithms (GA).Qualitative or quantitative description of contain, possible matching the search space of HENs and the greatest possible heat transfer capacity was determined by expert system. The Global optimization of operating parameters of HENs was carried out with improved sequential optimization of number theory. The example of ten streams was studied and synthesized. The result showed that the way can effectively reduce the dimension of the solving problem and improve the efficiency of solving problem
