The personal desire is boundless,but the personal ability that determined by brawn and brain is limited.So,the contradiction between the boundless desire and limited personal ability is emerged and the Peter Principle is on the way to us.In this paper,the Peter Principle is described in economic theory and it's not insurmountable.At last,two economic models to overcome the Peter Principle are put forward.
