New Public Management, a Key Paradigm for Reforming China's Administration

摘要

New public management(NPM)has become one of the dominant paradigms for public management across the world. From the end of the 1970s to the 1990s, however, governments around the world were engaged in widespread and sustained reforms of their public administration. These reforms were born out of economic recession, but also had political and social drivers. Collectively, these reforms came to be termed New Public Management. This study was conducted to determine it is increasing important for China to build NPM model, it should be a key Paradigm for future China's Administration. This paper emphatically analyzes China's political reform based on reviewing a large number of documents. NPM is characterized by performance measurement,marketization, privatization, managerialism, and accountability. This employment of corporate attitudes in public administration is grounded on certain theories, mainly public choice, transaction cost analysis and principal-agent theory. It is argued that NPM has a significant political dimension. This paper still mainly discusses NPM reforms in China, concludes that NPM is vital important for China's administration reform. This study thinks NEW propose a new theoretical perspective for China's administration; it puts forward seven concrete strategy suggestions according to China's actual conditions.
