It is necessary to outline the long-term development plan in Henan coal industry. Planning is marked by the core concept of “scientific development, people-oriented and talent development, use-oriented.” Planning should be forward-looking and strategic. And plan implementation should be carried out according to working priority, pushing forward key work and then upgrading the whole. It requires governments, industry associations and intermediary business divisions to bear their responsibilities and work together to advance the plan. Planning and implementation demand mechanisms improvement and innovation, especially in talent evaluation,talent finding, talent selection and appointment, mobile talent configuration, and incentives supply.
